California Hazmat Regulations

California regulates hazardous waste under the authority of the Department of Toxic Substances Control (DTSC), which operates under CalEPA. California's requirements exceed federal RCRA standards — generators must comply with the Hazardous Waste Control Law (HWCL), use the CalEPA manifest system for all off-site shipments, and meet facility-specific permit conditions that have no federal equivalent.

California enforces generator category thresholds (VSQG, SQG, LQG) consistent with federal EPA tiers, but with additional state reporting requirements and more stringent waste characterization standards. Certain waste streams — including universal waste, e-waste, and pharmaceutical waste — are subject to California-specific handling and disposal requirements that differ from those in other states.
